That is a knife sharpener. There is a water can next to it (see it hanging on the wall behind the sharpener). To use it you you sit down like you are on a bike and push on the planks with the feet. This makes the spinning wheel spin and you put your knife on the spinning wheel and sharpen it. You face the blade away from you so that the sparks won't catch you on fire.
